The Rota Flip Die Rotation Guide is a tool that can be used to determine the degrees of rotation.  It works on raw (loose) coins as well as coin in flips, snaplocks, capsules or other holders without having to remove the coin from the holder to measure the rotation.  

The 26 page booklet is full of information about rotated dies, an explanation of how to use the Rota Flip (see pages 8-9) and a list of known rotated dies by coin denomination and date.  The book was published in 1991 but includes a 2003 supplement with additional reported rotated die coins not included in the book.
